Chapter 1: General Provisions

Article 1(Purpose)

These terms and conditions aim to define the rights, obligations, and responsibilities between the member and the center (hereinafter referred to as the "Center") regarding the use of the internet-related services (hereinafter referred to as the "Service") provided on the website operated by the Center.

Article 2(Effectiveness and Application of the Terms and Conditions)

1. These terms and conditions take effect by being posted on the Center's website or through other methods of notification to the member.

2. The Center has created these terms in compliance with applicable laws such as the Act on the Regulation of Terms and Conditions, the Basic Telecommunications Act, the Telecommunications Business Act, and the Act on Promotion of Information and Communications Network Utilization and Information Protection, and may amend the terms within the boundaries of such laws if necessary.

3. When the Center amends the terms, it will specify the effective date and reasons for the amendment, and announce the revised and current terms on the homepage at least 7 days before the effective date. Members who do not agree to the changed terms may request termination in a form specified by the Center, and continuing to use the service after the effective date will be considered agreement to the changes.

4. The amended terms will apply only to contracts made after the effective date, while contracts made before will follow the previous terms. However, if a member who already has a contract wishes to be governed by the revised terms and expresses this intention during the notice period for the revised terms, and if the Center agrees, the revised terms will apply.

Article 3(Rules Outside of the Terms)

Matters not specified in these terms and the interpretation of the terms shall be governed by relevant laws and customary practices.

Article 4(Definitions of Terms)

1. The terms used in these terms and conditions are defined as follows① User : A person who accesses the Center's website and uses the free service according to these terms.② Registration : The act of completing a service use contract by filling out the necessary information on the registration form provided by the Center and agreeing to these terms.③ Member : A user who has entered into a service use contract with the Center.④ ID : A combination of letters and numbers selected by the member and approved by the Center to identify the member and allow the use of the service.⑤ Password : A combination of letters and numbers chosen by the member to confirm identity and protect personal information when using the service in conjunction with the member’s ID⑥ Termination : The act of ending the service use contract by the member.

2. Terms not defined in this section shall follow the relevant laws or guidelines for each service.

Chapter 2: Service Use Contract

Article 5(Formation of the Use Contract)

1. The use contract is formed when the member agrees to these terms and the Center approves the service application.

2. Agreement to these terms is considered made when the member checks the box indicating "I agree to the terms of service" during the registration process and clicks the ‘Agree’ button.

Article 6(Service Application)

1. Those who wish to join as a member and use the service must fill out the required information in the membership application form provided by the Center.

2. All information provided in the online application form must be truthful, and users who do not provide their real name or actual information may not be legally protected and may face service restrictions.

Article 7(Approval of the Service Application)

1. The Center shall, in principle, approve service applications in the order they are received unless there are special circumstances.

2. The Center may restrict or defer approval of service applications in the following cases① When there is a lack of available service facilities.② When there are technical difficulties.③ When deemed necessary for other reasons.

3. The Center may refuse service applications if① The application is not made under the applicant's real name.② The application is made using someone else's name.③ There is false information, omissions, or errors in the application.④ The application is made for purposes that violate public order or good morals.⑤ The application does not meet the conditions set by the Center.

4. If the approval is restricted or deferred according to Paragraph 2 or 3, the Center shall notify the applicant. However, if notification to the applicant is impossible, it may be excluded.

5. The formation of the use contract is considered completed when the Center's approval is received by the member.

Article 8(Changes to the Contract)

1. Members can access and modify their personal information at any time through the member information management provided by the Center.

2. If there are any changes to the information provided at the time of application, members must update it online, and members are responsible for any issues arising from failure to update their information.

Article 9(Protection of Personal Information)

1. The Center will make efforts to protect members' personal information, including registration information, as required by relevant laws. The Center’s privacy policy and related laws govern the protection and use of personal information. However, the privacy policy does not apply to websites linked to the Center's official site, and the Center is not responsible for any information disclosed due to the member’s fault.

2. The Center may share or provide members' personal information to partners for the purpose of improving the quality and quantity of services, but only with the member’s consent and within the necessary minimum scope. Members will be informed of what information is provided, to whom, and for what purpose.

3. Members may withdraw their consent for the collection and use of their personal information at any time, and withdrawal of consent will be handled through membership termination.

Chapter 3: Obligations of Contracting Parties

Article 10(Center's Obligations)

1. The Center shall not engage in activities prohibited by these terms or contrary to public order and good morals, and shall strive to provide continuous and stable services in accordance with these terms.

2. The Center shall establish a security system to protect members' personal information and shall publish and adhere to its privacy policy.

Article 11(Member's Obligations)

1. Members must comply with the matters specified in these terms and other regulations, guidelines, and notices issued by the Center, as well as related laws. Members shall not engage in activities that hinder the Center's operations or damage its reputation.

2. Members are responsible for managing their IDs and passwords, except in cases where the Center is liable under relevant laws and the privacy policy. Specifically① If a member allows a third party to use their ID and password.② If a member fails to take action after recognizing that their ID or password is being misused by a third party.③ If misuse or negligence results in unauthorized use of the ID and password registered by the member.

3. Members shall not use the service for commercial activities without the Center’s prior approval, and the Center is not responsible for any losses incurred from transactions between members or between a member and a third party through the service. Members who cause damage to the Center through such activities shall be liable for damages, and the Center may limit service use and pursue legal compensation.

4. Members may not transfer or assign their rights and obligations under the use contract to others without the Center’s explicit consent, nor may they offer it as collateral.

5. Members must not engage in activities prohibited in Article 20, Paragraph 1.

6. Users must use their real name when applying for membership or changing information. They cannot claim any rights if they register with false or others' information.

7. Members must immediately notify the Center of any changes to their address, contact information, or email address.

8. Members must not infringe on the intellectual property rights of the Center or third parties.

9. Members must not engage in the following prohibited activities. If they do, the Center may impose restrictions, including limiting service use or taking legal action① Registering false information during membership application or information changes.② Using another person’s ID, password, or resident registration number.③ Trading user IDs.④ Impersonating the Center’s operators, staff, or related persons.⑤ Modifying the Center's client program or hacking the server without explicit authorization.⑥ Hindering or intentionally interfering with the service.⑦ Using information obtained through the service for purposes outside the service without the Center’s consent.⑧ Infringing on the intellectual property rights of the Center or third parties.⑨ Distributing obscene, offensive content or information that violates public order and good morals.⑩ Sending content that invades others' privacy or defames them.⑪ Harassing or threatening other users or causing discomfort.⑫ Collecting or storing personal information of other users without approval.⑬ Engaging in activities that are criminal in nature.⑭ Violating other rules set by the Center.

Chapter 4: Use of Service

Article 12(Provision and Change of Service)

1. The Center provides various services, including content and events, to its members. Some services may be restricted under certain circumstances.

2. The Center may replace individual notifications with a general notice posted for at least 7 days on the bulletin board for communications directed at an unspecified number of members.

Article 13(Information Provision and Notification)

1. The Center may provide various information deemed necessary for service use to members through announcements or email.

2. The basic service provided by the Center is free. Paid services may be added with prior notice, and details regarding their use will follow the Center’s separate service terms and policies.

3. The Center will notify members of any service interruptions due to maintenance, upgrades, or operational needs. Where unavoidable, such interruptions may occur without prior notice in emergency situations.

Article 14(Copyright and Management of Posts)

1. The Center values members' posts and will do its best to protect them from being altered, damaged, or deleted.

2. However, the Center may delete, move, or refuse to register posts or materials without prior notice in the following cases, and may restrict, suspend, or terminate the member’s qualifications① When the content severely insults or damages the reputation of another member or a third party.② When the content spreads or links to material that violates public order or good morals.③ When the content encourages illegal copying or hacking.④ When the content is an advertisement for profit.⑤ When the content is deemed related to criminal acts.⑥ When the content infringes on the copyright of the Center, other members, or third parties.⑦ When the content violates the posting principles established by the Center or does not fit the nature of the bulletin board.⑧ When the content is spam.⑨ When the content violates other relevant laws.

3. Copyright and other intellectual property rights for the content created by the Center are owned by the Center.

4. The copyright of posts published by members within the service belongs to the member who posted them. The Center cannot use the posts for commercial purposes without the consent of the poster. However, this does not apply for non-commercial purposes, and the Center retains the right to post the content within the site.

5. Members must not use the information obtained through the service for commercial purposes, such as processing, selling, copying, transmitting, publishing, distributing, or broadcasting, without prior approval from the Center, nor allow third parties to do so.

Article 15(Advertising and Transactions with Advertisers)

1. The Center's services may include various banners and links as part of its contracts with advertisers or to indicate the content source. Members agree to the display of advertisements while using the service.

2. If a member clicks a link within the service that directs them to another website, the privacy policy of that site is not related to the Center.

Article 16(Service Hours)

1. The service is available 24 hours a day, 365 days a year, as long as there are no operational or technical issues. However, the Center may temporarily suspend the service for system maintenance, expansion, or replacement, and will announce such suspensions in advance through the services provided by the Center.

2. The Center may divide the service into different ranges and designate usage times for each range. If so, the details will be announced in advance.

Article 17(Service Suspension)

1. The Center may restrict or suspend the service partially or entirely in the following cases① When maintenance, replacement, or repair of telecommunications facilities is required.② When a telecommunications service provider ceases to provide services.③ When excessive use of the service interferes with its normal operation.④ In case of national emergencies or other unavoidable circumstances.

2. In cases of service suspension under the preceding paragraph, the Center will notify members of the reason and duration of the suspension using the method specified in Article 13. However, if prior notice is not possible due to reasons beyond the Center’s control (e.g., system administrator’s unintentional errors, system crashes), this notice may be omitted.

Article 18(Provision of Information)

1. The Center may provide members with various information deemed necessary for service use via email or postal mail.

2. The Center may request additional personal information from members, with their consent, for purposes such as service improvement or introducing new services to members.

Chapter 5: Termination and Restrictions on Service Use

Article 19(Contract Changes and Termination)

Members who wish to terminate their service contract must submit a deregistration request through the personal information management page on the website.

Article 20(Service Restrictions)

1. The Center may restrict a member's service use if they violate Article 11 or engage in the following acts① Using vulgar IDs or nicknames that offend public morals.② Insulting or obstructing other users or interfering with service use.③ When a public institution such as the Information and Communication Ethics Committee requests corrective action.④ Not using the service for more than three months.⑤ Posting illegal content, such as.- Commercial software or cracked files.- Pornographic content in violation of the Information and Communication Ethics Committee’s regulations.- Content related to anti-state activities.- Unauthorized reproduction of copyrighted material or posting mp3 files.⑥ Any act that hinders the normal operation of the service.

2. The Center may suspend, reset, or terminate a member's service use according to the rules for handling misconduct without prior notice. Members are responsible for compensating the Center or other members for any damage caused by such misconduct.

Chapter 6: Compensation and Other Provisions

Article 21(Compensation for Damages)

The Center is not liable for any damages related to the use of free services, except as specified in the privacy policy.

Article 22(Disclaimer)

1. The Center is not responsible for providing services in cases of force majeure, such as natural disasters, war, or other circumstances beyond its reasonable control.

2. The Center is not liable for damages caused by the suspension or failure of telecommunications services provided by telecommunications companies.

3. The Center is not responsible for damages caused by unavoidable service interruptions due to maintenance, replacement, regular inspections, or repairs.

4. The Center is not liable for service disruptions or damages caused by a member’s own fault.

5. The Center is not liable for damages caused by computer errors or by members providing incorrect personal information, such as email addresses.

6. The Center is not responsible for members failing to achieve expected profits or suffering losses from using the service.

7. The Center is not liable for damages resulting from information obtained through the service. Additionally, the Center is not responsible for any mental damage members suffer due to interactions with other members while using the service.

8. Members are solely responsible for the reliability or accuracy of information, data, or facts posted on the service. The Center is not liable for damages caused by inaccurate or false information provided by members.

9. The Center has no obligation to intervene in disputes between members or between members and third parties arising through the service and is not liable for any resulting damages.

10. The Center is not liable for any damages resulting from a member’s intentional or negligent actions that affect other members or third parties.

11. The Center is not liable for any damages related to the use of free services.

Article 23(Dispute Resolution)

The Center and members shall make every effort to amicably resolve disputes arising from the use of the service.

Article 24(Jurisdiction and Governing Law)

In the event of a lawsuit regarding disputes arising from the use of the service, the court having jurisdiction over the Center's location will have exclusive jurisdiction.

[ Supplementary Provisions ]

These terms and conditions are effective from June 30, 2023.
